PlexPI refuses to stay shut down

#1
when I get to the desktop and use the shutdown item, the system reboots!

When I killall -9 chromium-browse, the Chromium restarts blocking access to the desktop.

If I'm very quick, I can logout and then I can shutdown.

Suggestions gang?

Actually, no.  It came right back up after that.  It was the first thing I tried right after:

sudo shutdown -h now

and sudo halt

Do you mean it does the whole shutdown procedure and then restarts itself? Never seen something like that on my Pi.

All, the way down to a black screen, then the "POST" full screen rainbow, followed by the kernel boot stuff.

I figure it's a systemd config oops
