It's a free program called Yourls - http://yourls.org/
It's fantastic. GWG AKA Guru put me on to it a couple years ago and I love it. Makes it SO easy to shorten URLs, but keep control over them.
For example, I might make a short url for a product called "blah"... so cat5.tv/blah. But then the site we linked to goes down or out of business, so I can go in and edit /blah and tell it to point to a different page, or something like that.
Really, really great.
It also allows you to host your own "public" URL shortener. I opted against that since my use is strictly for the show. Wasn't looking to provide a service to the web, only to the viewers of the show.
